Shahtaj Mahmud

Senior Coordinator – Projects & Programs

Shahtaj Mahmud specializes in project management, coordination, and research. Shahtaj excels in managing projects funded by donors and conducting data analysis, primary data collection through structured surveys, in-depth interviews, and focus group discussions. Her dedication to impactful research in economics and development, particularly emphasizing gender and digital dimensions, positions her as a valuable asset for projects in this domain. Additionally, she has worked with a range of stakeholders including government entities, donor agencies (World Bank, and Asian Development Bank), NGOs, CSOs further enhancing her capabilities in project implementation and management at a broader scale.

Rubayat E Shams Anik

Senior Executive, Project Management & Communication

Anik has over four years of experience in research, consulting, and managing projects working with clients like IDRC Canada, UNESCO, and the Government of Bangladesh. On behalf of IPAG, he has partnered with the United Nations, Meta, Google, and others, contributing to diverse roles such as strategic decision-making, research, and content development. Notably, he led the organizing of the G20 AI conference in Bali 2022 and developed strategies for the UNESCO-supported IFDaD forum in Rome. Anik also served as the Network Manager for the UN’s Sustainable Development Solutions Network in Bangladesh and has spoken internationally on technology, trade, and democracy at several forums & conferences.

Zulfa Kamal has over five years of experience in academic and sociological research, with skills in qualitative research, analysis, and report writing. She previously served as the National Network Manager for Bangladesh under the UN Sustainable Development Solutions Network, representing IPAG. Currently, she is involved in grant writing, research proposal writing, and external communications at IPAG.

Satya Chilukuri is a professional with over three years of experience in policy research, analysis, and advocacy. She currently works on coordination and communications efforts. Her responsibilities include managing digital media content, handling external communications and drafting grant proposals. Satya has contributed to projects like the “COVID Digital KICK” online advocacy campaign in collaboration with IDRC. She holds an M.A. in Women’s Studies from Tata Institute of Social Sciences (TISS).

With a knack for communication, Safa is passionate about driving sustainable change. In her role, she provides invaluable support to the Project Management Unit, overseeing portfolios for esteemed clients such as the Asian Development Bank, the World Bank, and the Asian Infrastructure Investment Bank. She facilitates the execution of diverse programs, ensuring smooth operations within the team. Her dedication lies in utilizing data-driven insights and fostering stakeholder engagement to tackle pressing social challenges head-on.

David is an experienced Project Engineer whose career is underpinned by a robust academic foundation, having a Master’s degree in International Business from the prestigious Queen Mary University of London. An accomplished researcher, David has authored various publications on composite material development and holds a patent-pending. His professional journey is marked by a blend of practical engineering prowess, research excellence, and international project experience. He brings a unique perspective to the team, driven by a deep understanding of both technical intricacies and global business dynamics.

Shafiullah Kawsar

Senior Executive (Project, Programs & Partnership)

Shafiullah Kawsar holds the position of Senior Executive for Project, Programs & Partnership at The Institute for Policy, Advocacy, and Governance (IPAG). Previously, he served in the Resource Mobilization Unit at United Purpose Bangladesh, a UK-based INGO, where he developed his technical skills in grant writing, fundraising strategies, donor engagement, financial planning, and partnership building. Recognized for his leadership and achievements, he was a finalist in the UNDP’s Digital Kichuri Challenge in 2017 and a Youth Venturer and Changemaker by Ashoka Bangladesh. Professionally, he led the ‘Agroecology and Enterprise’ project and contributed to the EU-funded ‘LEAN’ and the Coca-Cola-funded ‘SHER’ projects, both focusing on nutrition and women’s empowerment. Additionally, he has co-authored agroecology toolkits. Furthermore, Kawsar applied his expertise as a data analyst to a USAID report on the Rapid Education and Risk Analysis (RERA). BBLT-17 by BYLC fostered his leadership for impactful work. He provided Rohingya to English interpretation service for UNICEF, UNHCR staff, and international journalists, specializing in the humanitarian-development nexus.

Fatema Konka

Konka is the newest recruit in the office, holding both an Honors and a Master’s degree in Public Administration from the University of Dhaka, where she graduated with academic distinction. Excited to apply her skills in a practical setting, she brings a strong foundation in research and writing. Despite being new to professional research, she has extensive experience writing for numerous blogs, websites, and other platforms. She looks forward to thriving in this dynamic research environment and making the most of her experience.
